PH. D. in Administrative Law from UPO (2017), he possesses comprehensive university-level education in Political Sciences and Public Sector Management from Universidad Internacional de la Rioja (2009-2012), with a top degree academic record.

He has held the following positions within the Public Administrations, achieved by a highly selective system of competitions: Legal Advisor In the Local Administration (2013-2014), Counsel/Advisor of the Public Entity of Cultural Program Management at the Andalusian Regional Government (2007-2009), Expert Technician at the General Administration of the Department of Health at the Andalusian Regional Government (2006-2008), Expert Technician at the General Administration of the Department of Culture at the Andalusian Regional Government (2004-2006).

He is a Vocal of the Board of Directors of ALEL- Asociación de Letrados de Entidades Locales and is a member of the drafting commission of the Legal Statute of the Counsel of the Local Authorities.

He was appointed International Advisor in Public and Regulatory Law by the American advisor firm Guidepoint Global Advisor (2016).

In the private sector he started his own legal firm specialized in Administrative and Municipal Law, M&M Lawyers and Consulting (2017), becoming legal counsel and advisor of different public institutions and international great estates, family offices, as well as companies active in regulated sectors (marinas, environment and sustainable transport companies, among others).

He is a usual teacher, lecturer and trainer in the fields of public management, public employment, public procurement and urban planning in different institutions, such as the Andalusian Institute of Public Administration or the Accounting Chamber of Andalusia as well as other private or Public Law entities.

He is an author and a joint author of many publications that cover various topics among which the following stand out: “Manual para el asesoramiento, representación y defense de las Entidades Locales” (1st ed. Wolters Kluwer), “Manual Actualidad Administrativa” (1st ed. Tirant lo Blanch).

Within the area of specialized studies the following can be highlighted with regards to public employment: “La consolidación como cauce diferencial con el acceso al empleo público. El supuesto de la Administración Local” (El Derecho y Cuadernos de Derecho Local, June 2019); “La Ley de Presupuestos del Estado del 2017 y la estabilización del empleo temporal.
