Licenciado en Derecho por la Universidad de Sevilla en el año 1964.

En Mayo de 1967 obtuvo el titulo de Notario en las oposiciones celebradas en Barcelona, consiguiendo plaza de segunda categoría en 1970 en oposiciones restringidas entre Notarios.

En el año 1979 fue elegido Senador por la provincia de Jaén y Consejero de Interior de la Junta de Andalucía. En la Alta Cámara formó parte de las Comisiones Constitucional y de Justicia e interviene, como ponente, en todos los proyectos de Ley de desarrollo de la Constitución y de reforma del Código Civil.

Elegido Diputado por la provincia de Jaén en las primeras elecciones al Parlamento de Andalucía en 1982.

Designado en 1982 Presidente del Parlamento de Andalucía presidiendo su primera legislatura.

En 1986 resulta elegido Diputado a Cortes de nuevo por Jaén, fecha en la que es nombrado Presidente de la Comisión Constitucional.

En 1987 reingresa como Notario por la ciudad de Huelva y desde 1988 desarrolla su actividad profesional como Notario en la ciudad de Sevilla.

En el año 1998 es designado primer Presidente del Consejo Social de la Universidad Pablo Olavide, habiendo sido reelegido para el mismo cargo el año 2004.

Decano del Ilustre Colegio Notarial de Sevilla en 2001.

Miembro de la Comisión Permanente del Consejo General del Notariado en 2003, habiendo sido reelegido para idéntico cargo en el año 2005.

Decano del Ilustre Colegio Notarial de Andalucía en el 2008.

Presidente del Consejo General del Notariado desde enero de 2009 hasta marzo de 2010 tras ocupar el cargo de Vicepresidente en 2005.

Anterior Presidente de la Fundación Aequitas y actual Patrono de las Fundaciones Casa Ducal Medinaceli y Blas Infante.

Presidente de la Corte de Arbitraje de la Cámara de Comercio de Sevilla.

Académico de número de la Real Academia de Legislación y Jurisprudencia de Sevilla.

Está en posesión de las medallas de oro del Parlamento de Andalucía, de la Ciudad de Huelva y de la Universidad Pablo de Olavide.

Posee la Cruz de Honor de San Raimundo de Peñafort.

Degree in Law from the University of Seville (1964).

In May 1967 he obtained the title of Notary in the competitive examinations held in Barcelona, obtaining a second category place in 1970 in the restricted competitive examinations for Notaries.

In 1979 he was elected as Senator for the province of Jaen and Regional Minister of the Interior of the Regional Government of Andalusia. In the Upper Chamber he formed part of the Constitutional and Justice Committees. He contributes, as a speaker, to all bills for the implementation of the Constitution and the reform of the Civil Code.

He was elected as representative for the province of Jaen in the first elections to the Parliament of Andalusia in 1982.

In 1982 he was appointed as President of the Parliament of Andalusia, being President during its first term.

In 1986 he was re-elected as representative for Jaen, being appointed Chairman of the Constitutional Committee in the same year.

In 1987 he returned as Notary for the city of Huelva and since 1988 he has practised as a Notary in the city of Seville.

In 1998 he was appointed as first Chairman of the Social Council of the Pablo Olavide University, being re-elected to the same post in 2004.

In 2001 he was Dean of the Notaries’ Association of Seville.

In 2003 he was a member of the Standing Committee of the General Council of Notaries, being re-elected to the same post in i2005.

In 2008 he was Dean of the Notaries’ Association of Andalusia.

He was Chairman of the General Council of Notaries from January 2009 to March 2010 after holding the position of Vice-Chairman in 2005.

He was a former President of the Aequitas Foundation and is currently Trustee of the Casa Ducal Medinaceli and Blas Infante Foundations.

He is President of the Court of Arbitration of the Chamber of Commerce of Seville.

He is a full member of the Real Academia de Legislación y Jurisprudencia of Seville.

He has been awarded gold medals by the Parliament of Andalusia, the City of Huelva and the Pablo de Olavide University.

He holds the St. Raymond of Penafort Medal of Honour.
